About the role

Forgen is a geotechnical and specialty civil construction company working on complex civil, geotechnical, and environmental projects across North America. As Proposals Senior Manager, you'll own the full lifecycle of federal proposal efforts — from capture support through final submission — coordinating across Business Development, Operations, Estimating, Finance, and external teaming partners. This is a high-visibility role with direct influence on must-win pursuits and long-term growth strategy.

What we're looking for

Bachelor's degree in Marketing, Business, Communications, or a related field (equivalent experience considered)
8+ years of proposal management experience in construction, engineering, or environmental industries
3+ years working with federal bidding processes, including familiarity with FAR clauses, SAM.gov, PIEE, and agency procurement portals
Proven track record managing high-value proposals ($50M+) for federal and commercial clients
Experience with alternative delivery methods such as CMAR and design-build
Strong writing, editing, and strategic messaging skills; Shipley methodology knowledge preferred
Proficiency with Microsoft Office Suite, Adobe Creative Cloud, SharePoint, and proposal management tools
Ability to lead color team reviews, storyboard sessions, and post-submittal debriefs across multiple concurrent pursuits
